Rhonda Cook
CEO
Rhonda Cook founded PS LIGHTWAVE in 2010, building an organization with a clear vision and strongly aligned management team and staff. With 39 years of experience in the telecommunications industry, she is experienced in overseeing all aspects of the company’s operations, including strategic planning, financial planning, staff growth and development, legal and contract negotiations, regulatory compliance, call center operations, risk management, and IT project management.
John Lambert
President
John Lambert, a Texas native, stepped into the role of Chief Operating Officer in March of 2018 after joining PS LIGHTWAVE as VP of Operations in 2017 following two and a half years as Vice President of Technical Operations for enTouch Systems, a Houston-based telephone and cable provider. While at enTouch, Mr. Lambert completed a successful network upgrade, which doubled network bandwidth capacity. In addition, he instituted internal procedures to improve the customer experience through faster installations and repairs.
Swen Wulf
Senior Director of Network Engineering
Swen Wulf joined PS LIGHTWAVE as Network Architect and Security Manager in 2014 after working in the Phonoscope Enterprise Group as Network Security Manager since 2002. In 2017 Swen was promoted to Director of Network Operations and currently leads the teams that plan, provision and monitor the telecommunication services that PS Lightwave offers to its customers.
David Caddle
VP of Government / Education Sales
David Caddle joined PS LIGHTWAVE as Chief Operating Officer in 2014 and transitioned into the role of Chief Revenue Officer in 2016. Prior to joining PS LIGHTWAVE’s leadership team, Mr. Caddle was Vice President of Operations for Phonoscope Enterprise Group beginning in 2004 and Project Manager for Phonoscope Enterprise Group from 1994 until 2004. Mike Tanner
VP of Sales
Mike Tanner comes to PS Lightwave with an abundance of experience in the telecommunications industry. Throughout his career, he has worked at nationally known industry players, such as SBC Communications and AT&T Wireless, as well as more regional giants Logix Communications, XO Communications and WinStar Communications. At each company, Mr. Tanner exceeded revenue expectations and pre-set limitations.
Emily Anderson
Director of People & Culture
Emily Anderson joined PS Lightwave in August 2025 as Director of People and Culture, bringing over 15 years of strategic HR leadership across the oil and gas industry. Prior to joining PS Lightwave, she served as Director of Human Resources for a privately held company for 11 years. Her earlier career included multiple HR roles at Schlumberger, where she specialized in recruiting, employee relations, and global HR strategy for the Petrotechnical segment supporting over 5,000 employees.
Carl Schaeper
Director of IT Solutions
Carl Schaeper joined PS LIGHTWAVE as CRM/Database Administrator in 2014. From 2006 to 2014, Mr. Schaeper worked for Phonoscope Enterprise Group, first in document management then administering software systems for Cable TV, Accounting, and IPTV. He also launched the company’s first Microsoft-based CRM solution to manage contract and sales data.
Ana Cruz
Director of Internal Operations
Ana Cruz joined Lightwave in 2015 as Operations Coordinator. She was elevated in 2017 to Operations Administration Supervisor. Within this role, Ms. Cruz was tasked with the successful launch and implementation of the LITE OSS, including work order system pre-development. Additionally, Ms. Cruz was a critical member of the operations team for Houston ISD and Fort Bend ISD to bring those projects to completion.
Robert Jacobs
Data Center Manager
Robert Jacobs joined PS LIGHTWAVE as Network Architect Director in 2014 and moved to the role of Director of Project Engineering in 2017. Prior to joining LIGHTWAVE, Robert worked at Phonoscope Enterprise Group as Network Director since 1998. With a background in communications, deep knowledge of networking and hands-on experience, he brings a fresh approach to the evolving world of telecommunications and broadband services.
Wendy Moses
Corporate Controller
Wendy joined PS Lightwave as Corporate Controller in 2025 with over 17 years of accounting experience in various industries, including healthcare, NFPs, and the government and education sector. Wendy became a licensed CPA in 2013 and specializes in budgeting, financial reporting, managing accounting operations, and improving processes. She earned a BA in Environmental Studies from the University of North Carolina – Wilmington and an MS in Accounting from Western Governor’s University.
